1. The championship of Moldova on baseball of 2006 methods of carrying out of the purpose and a problem
1.1 Championship of Moldova on baseball of 2006 will be organized by National sports federation of baseball and softball Republics Moldova (NSFBS RM), together with Department of Youth and Sports of Republic Moldova.
1.2 The championship of Moldova on baseball of 2006 will be organized on the basis of norms and rules which are specified in the given rules. The given norms and rules are obligatory to execution by all teams - participants of the Championship, members of the technical commission, officials, by organizing committee and other persons whom I shall are involved in carrying out of the Championship of 2006.
1.3 Item « 1.2. « is a priority rule of carrying out of games of the National Championship of 2006.
1.4 The championship of Moldova on baseball of 2006 is spent with the purpose of popularization of baseball in Republic Moldova.
1.5 The primary goals are:
1.5.1 Revealing of the strongest teams and sportsmen for formation of a national combined team of Republic Moldova
1.5.2 Qualitative preparation of club teams for performance in Republican and international competitions.
1.6 The championship to be spent by rules IBAF and disciplinary rules CEB.
1.7 Duration of game 9 innings.
1.8 In the Championship the rule of a knockout operates: after 5-th innings 20 glasses a difference, after 7-th 10 glasses.
1.9 To participation in the Championship teams which exist in territory of Republic Moldova and at which contact requisites are known are invited all
1.10 On the basis of results of the Championship of 2006, in official Tournaments of 2007, organized by the European Federation of baseball, the right to participation receive from Moldova:
- 1 place in the Championship of Moldova of 2006 - participation in tournament: European Cup-2007
- 2 place in the Championship of Moldova of 2006 - participation in tournament: C.E.B. CUP-2007
1.11 For a victory to a team 3 spots, for defeat 1 spots, technical defeat of 0 glasses are charged.
1.12 Prize-winners of the Championship are defined by quantity of glasses, which teams have typed in the Championship
1.13 In case of equality of glasses at two and more teams, additional game between a team (teams) which (-th) and will define final position in the tournament table is appointed. Date of additional game is appointed the main thing umpire the championship.
2. Calendar of carrying out of games
2.1 The championship will start on March, 26th, 2006
2.2 The championship will pass on circular system in 2 stages (the first stage in the spring, the second - autumn).
2.3 The calendar of games will be developed and sent to participants after March, 10-thth when the organizing committee will receive sheets from participants of the championship and which becomes an integral part of the given rules.
3. Organizing committee, the rights and duties
3.1 The organizing committee is the maximum organizational step of the Championship. The decision of Organizing committee is final.

3.3 The organizing committee will head Butnar Andrey Leonidovich
3.4 The organizing committee develops and approves a calendar of games of the Championship
3.5 The organizing committee is obliged to inform participants of the Championship on dates and places of carrying out of games of the Championship. The final calendar of games is given to all participants for 20 days prior to the beginning of the first games of the Championship.
3.6 The organizing committee should check in the beginning of start of the Championship the right to participation, both teams, and their players
3.7 The organizing committee should operate financial assets generated due to payments.
3.8 To create reports after carrying out of each round of the Championship, and to give it both to participants of the Championship, and press and TV. The report should be given within 3 day after each round.
3.9 The organizing committee should consider reports from the main umpire of the Championship about carrying out of games, if necessary make of the decision in questions at issue.
3.10 To make the official report after the termination of the Championship in Russian, Romanian and English languages. The report is formulated within 3 days after final game of the Championship and it is given:
- To participants of the Championship
- To department of Youth and Sports of Republic Moldova
- The international federation of baseball
- The European Federation of baseball
- To press and TV
4. Refereeing; the rights and duties of the main thing of the umpire
4.1 The main umpire of the Championship. The main umpire of the Championship is appointed by organizing committee of the Championship.
Into its duties enters:
To answer before organizing committee and other participants of the Championship for quality of refereeing and the competence of the whole of umpire of the Championship
to organize Seminars with umpire of the Championship On the termination of the Championship
to present organizing committee the official report on results carrying out of all games
To fix time and a place for all transferred games.
4.2. The main umpire of game. The main umpire of game is appointed the main umpire of the Championship. Into its duties enters:
The minimal structure of a judiciary board of game make: the main umpire also is fast-keeper
To supervise over preparation and carrying out by game on which it is appointed to umpire
To umpire game in the house according to rules C.E.B.
Purpose of umpire for bases also it is fast-keeper
On demand of a team of the opponent to carry out the control of continuity of players
Carry of game owing to bad climatic conditions
To make of decision on protests which appear during game
To appoint disciplinary and technical punishments to teams, players and trainers
To give to organizing committee in 2 day term the official report on results of carrying out of game
The main thing to the umpire is authorized to umpire game being for pitchers a hill.
5. Acceptability of players
5.1 To the championship the players who have reached 16 years (i.e. 1990 of a birth is minimal) are supposed
5.2 In the championship players of 1991 of a birth are supposed, thus their quantity should not be more than 3 person in a team.
5.3 Managers of teams should fill « the Application form for participation in the Championship of Republic of Moldova on baseball of 2006 » (see the appendix 1) and to hand over to their management of organizing committee up to 10 March, 2006
5.4 Together with the form (1) the head of a team gives the Appendix to organizing committee of a x-copy of the passport on each player
5.5 Members of organizing committee have the right to demand from heads of teams to give a x-copy of the passport of the player, for specification of the person of the sportsman.
5.6 The player has the right to play only for one team in the Championship of Moldova of 2006.
5.7 The player has not the right to participate in 2006 in any Championship of Moldova, except for as in the Championship organized NSFBS RM.
5.8 In case of need the player should give a copy of the contract of a transfer of the given player from other teams (other countries)
5.9 On the beginning of the championship each team receives the list of all teams and their players from organizing committee
5.10 Players acquire the right to play for other teams, only if with them the transfer which thus has been registered by Organizing committee has been carried out.
5.11 All transfers are carried out during from July, 01st till August, 20th 2006.
5.12 All transfers should be registered by organizing committee of the Championship
6. Registration of teams
6.1 The form enclosed to the given document, is obligatory to filling with heads of the teams, wishing to take part in the Championship of Moldova of 2006.
6.2 Each team wishing to take part in the Championship of Moldova on baseball of 2006 is obliged to submit till March, 10th, 2006 filled the form (the Appendix №1) to chairman organizing committeeа.
6.3 With a view of maintenance of the guaranteed participation of teams during the Championship of 2006, each team is obliged to give till March, 10th, 2006 500 MDL which will be used on payment of refereeing of the Championship 2006
6.4 In case the team is removed from the Championship, or it remove from the Championship, the given sum does not come back, and goes to fund of carrying out of the Championship of Moldova of 2006.
6.5 At the moment of submission заявочного a leaf of participation in the Championship, the list of number of players in a team cannot be less than 12 and no more than 25 players.
6.6 Players not specified in registration forms from teams, have not the right to take part in the Championship
7. The order of submission of protests
7.1 The trainer of the team, the submitting protest, is obliged to warn right after the terminations of game umpire and representatives of other team about submission of the protest. The application for submission of the protest is fixed in the report of game. The written protest signed by the trainer in current of 24 hours, goes to organizing committee of the championship for consideration and decision-making. Not in due time submitted protests are not considered.
7.2 If in a team the player who has not the right to act in the Championship according to chapters 5 and 6 given rules the given team automatically receives technical defeat with account 0-10 in favour of a team of the opponent is revealed.
7.3 teams submitting the protest, are obliged to bring the mortgage in the sum 100 pour. In case of groundlessness of the protest of money do not come back and the given sum goes to fund of carrying out of the Championship of Moldova 2006
8. Carry of game
8.1 The reason of carry (termination) of game can be a situation, in which during 15 minutes of circumstance:
- Weather conditions in the form of a storm rain, a snow, hurricane and other.
- Others force-majeur circumstances
Do not allow to continue game
8.2 If on the beginning of game the duel cannot be begun for the reasons specified in P 8.1 game is changed in other day specified by the main thing umpire of the championship but not later than during 14 days.
8.3 If circumstances specified in Item 8.1 took place up to the end of 5-th innigs game finishes in current 14 days for date specified by the main thing umpire the championship. Thus the situation on a floor is kept.
8.4 If on the beginning of 6-th innings and further there was a situation specified in Item 8.1 game is considered played
8.5 The team has the right to transfer game for other day, thus to inform for 10 days in the oral and written form the main umpire of the Championship and the head of a team from which game should be played.
8.6 Each team is supposed to transfer no more than 2 games in current of each stage.
8.7 The decision on carry and the termination of current game according to Item 8.1 is accepted by the main umpire of game.
9. Punishments
The list of punishments which should apply the main umpire of game and organizing committee:
9.1 The player or the trainer who verbally, or has offended by gestures in territory of baseball stadium (prior to the beginning; during or after the termination of game) the representative of other team:
- First time in the Championship - the prevention
- Second time in the Championship - its discharge from current game; and on one next game which will play its team in the Championship
- Third time in the Championship - discharge from all games organized under protection NSFBS RM in 2006.
9.2 The player or the trainer who verbally, or has offended by gestures in territory of baseball stadium (for 1 hour prior to the beginning; during game or in current of 1 hour after the termination of game) the main umpire of game, or the representative of its retinue:
9.3 First time in the Championship - discharge from current game
9.4 Second time in the Championship - discharge on 3 games which its team in the Championship will play
9.5 Third time in the Championship - discharge from all games organized under protection NSFBS RM in 2006.
9.6 The player or the trainer who has offended by physical contact or has done much harm to health of other participant in territory of baseball stadium (for 1 hour prior to the beginning; during game or in current of 1-st hour after the termination of game)
9.7 First time in the Championship - its discharge from current game; and on one following game which will play its team in the Championship
9.8 Second time in the Championship - discharge from all games organized under protection NSFBS RM in 2006.
9.9 The team which is not ready to the beginning of game in due time, receives a technical nok-miss with a victory over the contender with account 10-0.
9.10 The team has the right to continue participation in the Championship and to be admitted to following game, only after payment to organizing committee of the penal sanction at a rate of 200 pour. Payment should be carried out in current 5 days from the moment of not played game. Thus 100 pour goes to fund of organizing committee and others 100 pour to address of a team against which it was required to lead game.
9.11 If the team receives 2 technical defeats the organizing committee excludes the given team from participation in the Championship of 2006
9.12 Results and as all ratings of all players of the championship played with this team which has been removed from the Championship for technical reasons, are cancelled.
9.13 The team discharged of the Championship for technical reasons, is discharged of all games organized under protection NSFBS RM in 2006.
9.14 The team is supposed to play structure 8 players. 9-th, absent player automatically receives a strike a miss at its turn.
9.15 9-th, absent player can be admitted during game to game
10. Awards and prizes
- The best beating off (best hitter). The best beating off the Championship will be defined under official reports by the given main umpire after the termination of games. Candidates on the given rank should have approaches on a bat not less than (2,7) games increased by quantity played by their teams in the Championship.
- The best pitcher (Best pitcher). The best pitcher the Championship is defined by organizing committee simple voting. In case of equality of voices the preference is given the player who has played the greatest quantity full innings for the team.
- The most useful beating off (RBI-runs batted in) the Most useful beating off (from it the maximum quantity of glasses has come) the Championship will be defined under official reports by the given main umpire after the termination of games. In case of equality of this parameter at several sportsmen the leader is defined is defined by quantity 3 base, in case of равенства-by quantity 2 base and other.
- The best player who has brought the greatest quantity of glasses (most runs scored). In case of equality of the given parameter at several players the leader to become the player with the least approaches
- The best player who has "stolen" the greatest quantity of bases (best stealer). In case of equality of the given parameter at several players the leader to become the player at which the best parity of attempts to steal bases/to productive attempts.
- Definitions of the best players of the above-stated items it is defined on official statistics.
- The most valuable player of the championship (MVP-most valued player). The most valuable player of the Championship is defined by organizing committee simple voting. In case of equality of voices the preference is given the player who has played not less than 70 % full innings for the team.

11. Technical aspects of carrying out of the Championship
11.1 Parameters of a baseball fields:
- The sizes on foll-lines
- The left foll-line is not less 85 m
- The right foll-line not min 75 m
- On the center 90 m
- Up to back-stop there are less 8 meters
11.2 The photo and video reporters are not supposed on a playground during game
11.3 Pre-game warm-up on a game floor begins for 40 minutes prior to the beginning of game
11.4 The first are kneaded owners:
- 10 minutes of exercise in protection
- 10-minute break
- The second are kneaded 10 minutes of exercise in protection
- 10 minutes on granting line-up and construction of teams for a greeting
- The beginning of game
11.5 During official warm-up of a team on a game floor, contenders are obliged to leave game territory immediately.
1.14 The team of owners should prepare game territory for the beginning of game properly. Readiness of a platform for game is defined by the main umpire
1.15 If during 15-ти minutes after officially appointed time of the beginning of a duel game cannot be begun owing to absence or impreparation to game of one of teams, technical defeat is awarded to this team.
1.16 In default one team to continue the begun game, to it technical defeat enters the name.
12. Financing of the Championship
Financing of the championship is carried out due to following means:
- Grants from Department of Youth and Sports of Republic Moldova
- Means from National sports federation of baseball and softball Republics Moldova
- Any other receipts
